it states "Based on a review of the information you have provided, your application has received a positive determination of eligibility to be processed on the basis of work experience in an occupation specified in the Instructions issued by the Minister of Citizenship"

Is it the PER mail??????

Of course you will get a report with both qualifications. there s no doubt about that. And I don't think anyone is challenging that.

The point here that we are discussing is about the summary at the top of the report.

what is the difference between completion check and eligibility review?

Completion: Application has all the supporting documents and dully filled forms based upon the document checklist.
Eligibility: Matching duties as per NOC, valid required number of experience, adaptability check, in nut shell they will check and verify based upon the minimum required points.

Thanks Saps. It just occurred to me an hour ago that I could do this too. Applied through PSK because I had to apply for my wife who if not from Karnataka. I think I will go through the Comissioner's office as you pointed out. +1 for you

Now the concern that is eating me is when is the best time to fix my damaged passport issue. Dont want to take the chance of using this passport for PR stamping in the distant future.

If there is no change of address and other details in the passport, i think it is very fast and can be done using the tatkal scheme.

what is the difference between completion check and eligibility review?

Completion Check: It is first stage where they check whether all documents are provided according to document checklist which is required to assess your application. If application is found complete they charge CC/DD.

Eligibility Check: This is second stage where you application is assessed based on six selection factors (http://www.cic.gc.ca/english/immigrate/skilled/apply-factors.asp) to see if you are eligible under FSW, and to verify that you have minimum 67 points based on information you provided. If you successfully achieve minimum 67 points then they issue you PER.
