First I wanted to create one filter per each NOC and per each visa office, but it appears this list doesn't fit into a single screen and there's a bug from Google - this list does not scroll, so only about 20-25 filters can be configured in total.
I've grouped NOCs and visa offices by the amount of applications they get. Some of the most popular visa offices, like New Delhi, London, CPC-O and Singapore got their own filters. Others are grouped together. It's a workaround, but still it's better than nothing, right?
You can find these filters in the spreadsheet menu: Data -> Filter Views.
Another way to access it is to press a dropdown arrow next to the Filter button on the toolbar. The Filter button is disabled, but the dropdown arrow is accessible.

7. Do we need to make separate additional sheet for each point in the form?
