The first criteria they establish by the volume of evidence that you provide. Examples include job offer letter, pay stubs, legal documents that show that the company has contributed to your social security account, etc.
The second one is very critical. The CIC officer reviewing your application must be satisfied that you have performed a "substantial" amount of duties that you're claiming for in your designated occupation. This they primarily establish this by checking whether the duties that you claim to have performed as described by your reference letter "strongly" matches the duties of your designated NOC.
It seems to me that you got dinged because the reference letter did not "substantially" match the duties performed description of NOC 1112.

I sent nothing other than reference letters and got PER. So we can say that they don't need anything else, though other supporting documents could be helpful.
The problem with your application wasn't enough documents, it was that the reviewer did not take from your letters that you performed enough of the duties to be considered employed under 1112. The lead statement (top paragraph of the page, what you might think of as the introduction) and the job duties are most important. The reviewers do not understand technical jargon or abbreviations specific to the fields (especially finance and IT) and you cannot assume that they know what an employee does in any particular NOC. They are looking for the key words contained in the NOC description itself, without it being too obvious of a cut and paste job. It is a tick the boxes exercise.

First off, don't panic. I am yet to read of a forum member who's been rejected because he/she didn't provide additional supporting documents (work contracts, pay stubs, etc) that established the authenticity of the work experience that the applicant is claiming. For future reference, please see section 12 of the document checklist.
