I don't think the returned files were just sent back few days ago. The people who got their packages back should confirm the postage dates.
There are 2 stages of assessment before rejections or PER. The first stage that checks conformance with checklist may have checked for correct fees and the package would have been returned before the stage of positive or negative eligibility checks. There is no point checking for eligibility when there is incorrect amount on payment form. I read that on their website.
We don't need to belabor ourselves with whether returned mails are fast or not. They still use regular mail systems. My guess is that we're not confirming when they were actually sent back.
By the way, some 7, 8 or 9th May applicants are still not charged yet and their packages aren't returned either. We can't 100% understand the way CIC operates.
