There are 2 ways to contact CIC either via email or phone.
Via email- if you are lucky, you need to wait another 2 weeks to get reply.
Via phone- Number- 001 613 944 4000 IVR options 112121
My suggestion is to call CIC and discuss your concern. Since they have tried cash-in your CC you must have got UCI number, which you might not be knowing. But you can give your details and they might help you to pick your details.
This is the quickest solution I can think of.
Remember, you might need to wait 30 min on call to get a customer care agent on the phone.
