Also....looking at the PPRs issued till date and if you match their profile with this formula...large deviation is being observed. Applicants have got PPRs long before ( good news) this formula specifies duration. (nothing personal bro...though you have already mentioned this formula varies case to case and complex..)

PPRs are given based on MR done date and NOT on Application filed date is what I have observed ...
And you are also correct PPR on Mondays only ....
