The minimum period that this can be accomplished is like 5 months......all things been equal.
A buddy of mine have been having issues btw ECFMG and Ife for almost 3 months now with Ife insisting they have not receive any request while ECFMG already indicated that they have sent it.
A lot of follow up needs to be done to achieve success in this.
Getting the ECA done is not the issue but getting the source verification request accomplished that matters.
There is no conclusive evidence yet that December 31st will end the current stream of FSW so he can start as soon as possible.
Even if the verification of his mbbs certificates isn't immediately useful now,there will surely be use for it later in the future.
Another doctor friend of mine who already got PER since early October actually started his evaluations before tis program started on 1st may,2014........he only had to do ECA in may which was without stress.

For NOC 3112, the key word is patience. I sent my documents to MCC on June 26 this year, my documents just got verified with OAU two weeks ago. ECFMG uses regular mail for the verification process and it took about 3 months before getting to Ife. Immediately it got to OAU ife, I paid for the verification fees and courier service (20K) and my documents got to ECFMG within a week. So right now I am expecting ECA report in the coming week via courier service from Canada (paid 135CAD). So ECA report under NOC 3112 takes average 4-6 months.
