Tell your friend to contact ECFMG and request to pay for courier service to carry the documents from ECFMG to his school and back to ECFMG. He would bear the cost of courier service though. He should refer to the link below:

"If after 60 days, the ECFMG has not received a source verification confirmation from the institution, it will send another source verification request to the institution
this process will be repeated until three verification requests have been sent
If there is no response from the institution after 60 days, candidates can send a message from their physiciansapply.ca account to request to have their documents sent by courier
the candidate will be responsible to register with a courier service company, e.g.,: Fedex, and pay for all related expenses
In order to allow for processing, it can take up to 20 business days before the candidate sees a status change in his or her account once the ECFMG receives the confirmation from the issuing institution"

I noticed I haven't seen anyone rejected as a result of insufficient pof, does this mean this is not a major criteria at the cic stage?

POF is major criteria at thus stage but proving your POF at this stage will be too ambiguous task hence at this stage CIC takes whatever you provide. It your VO that will now do comprehensive check of your POF which I think makes a lot of sense. This is my personal opinion....good luck.

Are you sure it required to submit 2 self addressed envelope or 2 mailing label? I think it is the latter. That is what is stated in the procedure and that is what I did....hope I am right.. I believe this should not be an issue. Good luck.

2 mailing labels and not envelope. One in English or french and the other in your national language which will be English for Nigeria.
