If you look at and compare the data at the two links below (targets for 2013 and 2014), you will see, that
they actually plan to decrease the yearly FSW admission quota - persons - by 8.000(!), from 55.300 to 47.300. That is a 14.4% decrease. Looking at backlog number at end of June 2013, which was 66.600, and we can assume around another 8.000-10.000 coming from FSW 2013, they need to process between 74.600-76.600 before end of 2014. Half of 2013 quota plus 2014 quota: 55.300/2 + 47.300 = 74.950. Almost the same number as the backlog, but there are another factors: refusals and withdrawals. If we count with an 85% admission rate, there is room for about 10.000 more people until end of 2014. Some of that will be AEO, but there may be a little headroom for an FSW 2014 program.
