--> You are anticipating too much more, People don't know when new FSWP will open in 2014 and what can be NOC in it to apply. Currently you can be ready with education assessment and IELTS... if fortune favours as FSWP 2014 get released and NOC your brother belongs is there in that list then your brother may apply without wasting time.

4) he has done Diploma after 10th so SSC verification by WES is necessary?

--> There will be only one package for verification in which your brother must provide required education history by providing require documents.

the mail id form which you have sent CSE they will reply

but if in your application the same id is not given they will reply you only that you send inquiry through that id

The cap year began on May 4, 2013, and will end on April 30, 2014, unless otherwise stated by the Minister.

Tell your brother to apply for this year FSW atleast by Feb. Nobody is sure whether there will be FSW 2014 or not. Even if its there occupations list may change.

I had almost a similar situation (FSW-PhD, application received June 7th, CC was charged on August 22nd) however, I received PER on August 29th.

I needed to update some documents, including Schedule 3. I had called CIC, the agent advised me to submit the updated documents to CPP-O, though I have not received AOR or any proof that my file was transferred. I sent them by email and asked a receipt confirmation on September 18th, however, I have not received any communication other than the auto-reply that is copied below.

i have a question for the seniors

when i filled the fee form and my payment is through a bank draft (DD) i put my name as the principal applicant and the payer also
but i dont know how international banking works and i heared that if your bank doesnt have a branch in canada (my case) they wil give it throufg an account the bank have in canada

so who should be the payer in the fee form , me or the bank ????

NO WORRIES MITE ! if your BANK CHEQUE is in CANADIAN DOLLAR...... No matters if your bank is having its branch or not, if that DD is in Can $, it is upto CIO, NS to deposit cheque to their account to their bank account and that bank will take care to clear bank cheque amount.
