I think there wont be a straight rejection after receiving PER, CIC will be giving a chance to clarify which comes along with a duration of clarification with local VO, usually Local visa office withh gives you around 30 to 60 days to clarify your position. DM may be an actual NER. There is no DM without receiving PER or NER or MR. This is a very strange casepharmacistfarhan said:So sad for you buddy, DM prior to MR appears to be a rejection. Howsoever, write an email to LVO, give reference to your PER and file #, ask them to share the basis of DM - this you do right now, without waiting for their details to come to you first. One of my friend who applied in year 2009, also undergone the same sort of rejection, he wrote to LVO asking them to share the details...........................now my that friend is in Canada (in fact he flew two months back from now). Don't wait, write them now.
Apart from that, it appears that LVO has started processing the applications (as in this case the applicant applied on 06th June) so as I see, no news on our ECAS is good news so far.
