And at the bottom of the form it is categorically written that if any of the answer is "YES", then you need to provide details. If you don't declare and subsequently they find out, it might harm your application process.
Will not harm the procedure. Again it depends on what grounds the application was rejected. If it was on criminal grounds, then one must include it. Home ties, financial issues are very common.
