True.. People talking of corruption in CIC and WES, have mindset of huge corruption happening everywhere in our countries.
WES and CIC are very professional, I dont belive there is an iota of corruption at any level.

I lived in Canada, and could never see corruption at the common man level.

If it helps....i called an immigration agency yesterday and they informed that a lot of thier client file has been hold back from submission due to EILTS and ECA..... so i don't think this year we can predict anything

Yes. And hundreds have already sent their files, with ECA and IELTS....MAny received both BEFORE May 4th and in the days immediately following.

I will add later on. I see you are from the Singapore VO...You may want to try Australia, if you have an interest > Your career will be on the new list for July.

Worse case scenario, you will be already prepared to submit for next year! All the best.
