federal skilled trade visa please connect

I am working in London as Electrician for past 5 years and I hold bachelors degree in electricity. I want to immigrate to canada under Federal skilled Trade visa. Do I have to come to canada to challenge the certification of qualification exam or can I apply for Foreign credential assessment and apply for visa . Please can you suggest me the best way to apply Federal skilled Trade visa. Thank you

I think that the assesment is not enough, actually, I think that it is just one step of the process when you are applying for the test for certification. The problem is that, in order to apply for this test, you must be a canadian citizen, PR or TW. Unless you have a job offer, of course. But, all job adds for electricians demand to have at least certificate of qualification.
I still haven't found the exit from this magic circle.
If you figure out something, please let me know....
