Hey truthprev, we haven't received them. I guess that they thought we wouldn't need them after we received PPR.
I really doubt that they will send it, I'll let you know if they do.
Sorry I wasn't able to give you any feedback to our notes.

Hi JJ, No worries. I am the sponsor in Canada and my spouse being sponsored is outside of Canada. To Order the notes, could you tell me what all will I need to fill out in the Section A, B n C of 5744? Thanks.

Yes your correct - in section C simply leave out the representative portion - leave it blank. I left it blanks and received notes without any issues. Good luck

Strange because lately many requests are delayed due to the lack of a signature that doesn't necessary means a representative as a lawyer or immigration consultant but the sponsor who asks for the notes.
I signed my form as sponsor and it was fine. So I am not sure whether depends on the person who works on your request or it's random selection which makes no sense.
Thanks Jaytheo40 and Shantaveli, i asked the same question to another member from a different VO, let's see what she says.

Section A your spouse's information and section C your information, that with the new form http://www.cic.gc.ca/english/department/atip/form-imm5744.asp
Best of luck!

I have "decision made" now on the sponsor side…what exactly does this mean

This is a good news. You should soon get an email or post communication from user VO for Passport which is called PPR. Congrats! When did you apply?

Thanks JJ that's what I thought too but if I fill section C won't it make me a representative and hence I would need to send a user of representative form? If the answer is no, do you want me to fill out the boxes 3 and 4 both with my infomation(As sponsor)? Thanks.

What I did was filled out box 3 with my husband's information (he is the sponsor) and he signed box 4 as if he was my representative.

Payel you're a step closer to PPR! I've read that if they don't ask for an interview then they can't say "no". If there are red flags in your case, they would ask for an interview for you to explain or to send in document. Check your email, you can get your email any time! Congrats by the way!

You can be refused without an interview.

It usually only happens when they suspect misrepresentation and issue a procedural fairness letter. There's a recent example in Eagle's gcms thread where the PA has an uphill battle to avoid refusal.

My wife filled the consent form exactly as we always have and ignored the rep signature field. We recieved an email 3 weeks later saying they can't process my request for the notes that my wife consented to be released to me because I didn't sign the rep portion of the form.... I'm not her rep. We didn't submit the rep form with our app. Now I know my suspicions were correct and why gcms shows my wife's email and phone number as mine and why I got AOR2 and interview letter instead of my wife...

CIC is incompetent.

Hey ImABule, did the person receive DM? I'm pretty sure that they won't send out a DM without letting the applicant explain any red flags in the case.

Well, we didn't file in the representative form and on the checklist we wrote "N/A", but CIC did send my husband the new consent form for GCMS and explained us what to write in each box:

Dear XXXXXX XXXXXX,
This is to acknowledge receipt of your request submitted pursuant to the Access to Information Act received by Immigration, Refugees and Citizenship Canada on August 2, 2016 for the following records:
the electronic notes of the immigration or citizenship officer(s) for the permanent residence file concerning XXXXXX XXXXXX.
We regret to inform you that we are unable to process your request for the following reason:
· The consent provided does not indicate to whom authority is given. To be valid, a consent must be signed, recently dated, contain the printed name of the person giving consent and identifies you as the designated individual. Therefore, a new consent from XXXXXX XXXXXX is required to process your request. You may fill the following consent form and put XXXXXX XXXXXX’s information in section A and your information (XXXXXX XXXXXX) in section C:
http://www.cic.gc.ca/english/department/atip/form-imm5744.asp

The person was given 30 days to convince them he wasn't committing fraud. Once a procedural fairness letter is issued its almost impossible to overcome.

Our form was signed by my wife in section A and designated me in section C.

Our message was different and specified that as the rep I need to sign Section C... I'm not the rep though. And all correspondence comes to me and not my wife. So somewhere these incompetent fools convinced themselves that we submitted a non existent rep form. There are also several errors about our app and info in gcms
