I am not sure it is necessary to get yourself bothered with being charged. I'll suggest you focus your attention on submitting your full documents now that you have your AOR. The issue may be with the network or your bank. If situation remains the same by the time you are submitting your full documents, it just might be proper to highlight your scenario in your cover letter.
For the other scenario, I got my AOR 3 days after my card was charged. I have read in some posts where some people said they got their AOR 2-3 weeks after being charged.
Let us just keep the faith.
