Not at all ...
There are two things.......
# 1......when submitting ur initial application to NS....u dont need to submit IELTS results........These are needed at the time of submission of final application to visa office......even after April 10.
#2..Even if u have not submitted the IELTs results to Visa office........ur application would not be immediately refused......it depends on the evidence that u have provided to show ur language proficiency....if visa officer is not satisfied with the evidence that u have provided, only in that case ur application would be refused........but its better not to take chances & submit final application to visa office.....with IELTs results....
