My suggestion: Send the package including below ASAP without waiting for FBI Clearnce - PCC's, Medical Test Receipts, Emails from FBI if any showing your status, Cover letter asking for more time if you don't think you won't get FBI Clearance by the deadline. I am also waiting just for FBI PCC and would see if I can send them state PCC along with my home country PCC that I already have sitting on my table. I just haven't been in-and-out of Canada like you have though.

You can request FBI saying you didnt receive the first one and also send them address change request. Might get it sooner in USA than in Pak.sdy said:friends,
We made a huge mistake. We had mistakenly put wrong postal code of my US relative address. My spouse report was dispatched on Feb 17 (Oct 27 received date), and we have not received the report as yet. I am afraid that we might not get it due to wrong postal code. This is very painful.
We have to submit additional documents along with FBI PCC by Mar 15-2015. We ordered for two reports (one at US address and one at Pakistan address). We have lost hope on US mail delivery.
How long would it take to get the report from US to Pakistan. (Mail dispatched on Feb 17-2015)
