Any idea why FBI Channelers only allow GC/Citizens to get expedited FBI Clearance?

I got FBI reports today.

Application reached 24-Oct
Reports Received 23-Feb

The report says that "This IdHS is only for your personal review and not provided for the purpose of licensing or employment or any other purpose enumerated in 28 CFR 20.33."

Is it ok.

We made a huge mistake. We had mistakenly put wrong postal code of my US relative address. My spouse report was dispatched on Feb 17 (Oct 27 received date), and we have not received the report as yet. I am afraid that we might not get it due to wrong postal code. This is very painful.

We have to submit additional documents along with FBI PCC by Mar 15-2015. We ordered for two reports (one at US address and one at Pakistan address). We have lost hope on US mail delivery.

How long would it take to get the report from US to Pakistan. (Mail dispatched on Feb 17-2015)

Finally, I received report today after 18 weeks of waiting!

Here is my time line for FBI PCC

Application received: 22nd October
DD encashed : around 13th January
Report date : 6th February
Report sent : 10th February
Date received : 24th February (South East Asia )

Just called FBI customer service, they are opening the files received on Dec 1, 2014.

Can someone please let me know approx how much time will it take for FBI to provide PCC, mine was delivered on Feb 20th, 2015 to "1000 custer hollow road". I am not really sure when is the VO going to ask me to submit the PCC and if I am going to struggle with the slow response from FBI

PER recieved - 5th Feb

File is still not transferred to NDVO I think as the second line is not updated.

14-16 weeks plus 2 weeks of mailing time.

I had a letter dispatched on Dec 18 2012 which was received on Feb 10, 2013. My WES report from Canada was not so lucky. Never received it (it's been over a year and a half as of today). I had to get a duplicate delivered to a friend in Canada who sent it to me. So yeah, I am serious.
