Hello, My question is regarding family Income, I want to Sponsor my parents in 2020 Draw (if there will be any), so I got divorced last year in 2018, in 2017 my income is sufficient to sponsor 3 member including me and my Son, who was dependent on me. In 2018 It's sufficient to Sponsor only 2, so my ex is ok to make my son dependent on her while doing her taxes, so that will allow me to Sponsor only one of my parents.

Another thing, for 2016 (I wasn't divorced in 2016, not even separation) would CIC look at the Family income or just mine?

This won't work. You have to include your son as a dependent in 2018 even if your ex is the one claiming him on her tax return. Also, if both of your parents are still alive, you must have enough income to cover both of them even if you are only sponsoring one for PR. So based on that, you must show enough income to cover four people for the last three years before you will qualify.

ok for the first part, i will have to have income enough for 4 people, I agree!

what about 2016 when we were not divorced, will family income be taken for that year or just mine?

Once you are divorced, your ex-spouse cannot co-sign the application. So his/her income cannot be included for the calculation for the LICO. There is no "Family income". Either sponsor or sponsor+co-signer.
