The much awaited year-end report is here.

I haven't read it completely yet but I did notice that as on Jan 3rd 2016, more than 50% of the pool had a score between 350 and 449 with more than 5000 applicants just between 430 and 449. CEC has the fastest average processing time of 3.5 months (for 80% of CEC applicants). International students in Canada appear to comprise 13% of the pool while they have received up to 22% of the ITAs.

Express Entry Processing Times

The processing time standard for applications sourced via Express Entry is six months for 80% of cases. Processing times are measured from the day a complete application is received until a final decision is made by an immigration officer. IRCC is meeting processing time commitments for all cases finalized.

I take it to mean they count starting from the R10 completeness check, rather than the date of electronic submission.

No. Too many candidates with score higher than 400.

It is important to note that the distribution of the pool changes every time a new candidate enters or leaves the Express Entry pool. On January 3, 2016, when the above distribution was taken from the pool, about 900 candidates had a CRS score above 460. These are mostly candidates who enter the pool following the last invitation round of 2015. Candidates with a CRS score below 450 have never been issued an invitation to apply and the majority of them have been in the pool for more than a few months.

As displayed in the above table, more than half of the active candidates in the pool have a CRS score between 350 and 449. To improve their rank in the pool, and if applicable, these candidates could try to increase their CRS score by providing an Educational Credential Assessment for their education acquired abroad, provide language test results for their second language proficiency, provide information on their spouse or partner’s education and language proficiency.

Well folks, one thing's for sure: If you have a score below 450 you will not get and ITA without an LMIA or a PNP. Seems from the wording that you're potentially safe above 460.

I dont think the report talked about overall distribution of candidates based on CRS. The numbers against CRS grouping look to point in time (Jan 1st 2016) but there is no indication of how candidates were selected based on the CRS grouping through the year or did I miss something?

This is funny. Cooks and Food Supervisors can easily jump to the top of the pool, since they are easily able to get the LMIA.

From the report, it seems that minimum score required to receive ITA may touch 430 in coming time. may b 8-9 months down the line.
Plus Ontatio PNP will have big chunk from PNP quota, so people with 400+ still have fair chance of getting ITA.
