I have to disagree with you though!

The statement you quoted actually tells us that if you were previously working on an LMIA, the same LMIA is valid for Express Entry. But if you were LMIA exempt, and you are applying under a class for which you must have a job offer with LMIA, then you need to get a new LMIA for your current job. (well obviously!)

However, those applying under the CEC stream do not require a job offer with LMIA, but having it gets you extra points. Here's what CIC says about it (from the same URL, about having a job offer with LMIA):

"For Canadian Experience Class (not required but applicants can get extra points under the Comprehensive Ranking System for a job offer)"

I don't think that is what is implied in the gazette. IMO, if you are already working in Canada, then you get points towards meeting the CEC class and you apply under EE. You will then be given an ITA to apply under CEC.

Most likely the web page that shows cap is now full was meant to be launched on January 1st. Someone jumped the gun. Don't think the cap is full yet.

Oh thanks. I guess I am too tired of reading the lawyerese from the gazette to calculate my points. However, it does say CEC applicants get extra points for having a LMIA. Does that refer to the 600 points noted in the gazette? Or something else that I might have missed?

So it's like you qualify for CEC without a job offer + LMIA, but to get ITA you would still have to score enough points and a large chunk of it comes from having a job offer + LMIA. And qualifying for CEC means nothing if you don't get ITA. Kind of silly, right? Let's wait for more information from CIC.

This is what I'm getting from the above link:

you can get into the pool on CEC without job + LMIA, but you don't get the 600 points
(as oppose to FSW/FST where you aren't even qualify to get into the pool without LMIA)

you can get into the pool on CEC with a permanent job but no LMIA, but again you don't get the magic 600 points

To my understanding after reading the Arraanged employement/ LMIA process meaning as per CIC

Which means applicants for CEC will get some extra points having a job offer under comprehensive ranking which is the magic 600 we are talking about

But again the question is how many points ?????

I agree. EE is just a queue system .

many CEC come , then EE give a point result for them,

the out.

then VO handle CEC as points rank. not first come first service.

I just came to know that it is more advantageous for FSW,PNP categories because their application will be processed very quick such as Australian, NZ immigration. One of my friend in Australia who got the Sydney nomination and got the PR in 7 months.

However, it slight impact on CEC applicants because so far, people who gained more than 1 year experience in Canada. They can directly apply under CEC category. But after launch of Express Entry program, applicant has to wait for ITA(Invitation to apply).

Is it restriction on immigrants? or just introduced new program to process application quicker.

From carefully reading the gazette, CIC web page, I infer that CEC is no longer a straightforward path to apply for a PR. ITA's are handed out to individuals who rank higher on the Comprehensive Ranking System (CRS). Canadian work experience definitely adds points, but up to a maximum of 80 points for bachelors and 70 for married folks.

Arranged employment rules are not clear at this point. For new immigrants or students who manage to get a job offer then they can get the 600 points that is offered. For people who already have jobs in Canada, they could technically state that they have arranged employment (since candidates are already working in Canada). The bold and underlined statement needs more clarification and right now all we can do is play the guessing game.
