In this case, the PCC has to be obtained from a PSK (Passport Seva Kendra). I suppose you obtained a PCC from the local police/commissioner's office? If any specific addresses are mentioned on your PCC AND if you have stayed in addresses other than what is mentioned on the PCC, then that PCC will not be accepted by IRCC. PCCs issued by PSKs do not mention any addresses. It is for the whole of India.
