May be when I am done surviving all these frequent "love" minefields and surprise change of goal posts by CIC, I should get married. I should be enough dumbed down by that time ::)

I don't understand why 4/6 years residency rule should apply to immigrants who have been working/studying/living and paying taxes for years and years. It is very unfair.let's say I am finishing university withing two years and want to do Masters at Harvard, but I want to get my citizenship before I do masters. Why should I wait extra a few years to reach my goal?

Another example,I want to join Canadian forces or want to involve in politics after I finish my phd,why should I postpone my career plans?

A lot of people stay here just because there is equality and freedom.A lot of us give/has given up things for this life.We deserve to become citizens of Canada way before a new PR.

The CIC should ask new immigrants, who become PRs after the 4/6 years rule comes into force, to stay 4/6 years to be able to apply for citizenship

If not,we have the right to go to court and fight against the unfairness.

Well of the pre-PR folks are already well into their way of becoming citizens or eligible to apply before "stated" June 2015 date. So by the time you take it to the court, the support you will find will be minimal. Sad state of affairs verily, but true.

The number of people doesn't matter. If the judge decides We are right, even if we are 2 people,we can win.

Also, there is still a lot of people who became PRs in 2012 2013 and 2014 or people who became PRs way before but have not apply for citizenship for some reason.

people who think they have no power to fight against unfairness please read what Rosa Parks did all alone on a bus against segregation in USA

As I believe there are a lot of people who are pre-PR and would come out and support such action as suggested by @bkara. But as I have observed mostly they are Scared to voice their concerns and believe they have no rights, therefore are helpless.

And NO pre-PR folks are NOT on their way to become citizens. Citizenship is long way down for them. They are mostly narrowedly focused on somehow getting to the next step i.e. Getting permanent residency.

OK so now officially they are giving themselves a deadline of 31 Dec 2015 to implement all the changes... absolutely not surprising.

What date? Would you share the source of 'dec 2015'?

http://www.cic.gc.ca/english/citizenship/cit-changes.asp, it says " In 2015, these final changes will be in force: ....

The end of 2015 is 31 Dec, so officially now this is their deadline for implementation of all the changes.

Don't expect any official cut off date before the last moment of implementation. They don't like to give reasonable notice in advance.
They like to publish this stuff in the last moment like the fee increase ... just a couple working days before the actual change.

MUFC you might be right.
I have called CIC on 23rd evening and I was assured the 4/6 is from June 2015. But on their site http://www.cic.gc.ca/english/citizenship/cit-changes.asp
its still given as

Additionally on August 1, 2014, a new streamlined decision-making process for citizenship applications, measures to improve efficiency of the application process, and a new judicial review and appeals process came into effect.

In 2015, these final changes will be in force:

provisions to give citizenship to more “Lost Canadians”;
new residence requirements;
new intent to reside requirement;....etc

Now it does n't say 19 June 2015. It simply says "In 2015". Now I called CIC few days before Dec 23rd and enquired about any "new changes" that might come in the immediate future. I was told "nothing", infact assured me! Come 23rd, they increase the fee!!! Not crippling change but it just shows the CIC guys don't know anything about "tomorrow's changes".

The main purpose of the call centre agents is to give very general information about the process . That information about the process is available in the internet for everybody to see.

The other thing they can do, is to read the notes on a case which were put in the system from the agent who is processing the application.

They don't know any information from the deeper levels which we need.

I see.
Well,it is unfair to people who have plans and hopes for the future.Nobody has the right to alter somebody's lifelong plans/goals.it is not humane and against human rights. We voluntarily applied for PR with the knowledge of 3/4 rule.

I cannot postpone my goals till 2017 december. We gave our time, blood and tears for this.

I will defend my right as everyone should.

There is corruption,we shut up and say,at least there is more peace and we love this place.

There is racism/seperation in the society,we shut up for the sake of our kids/siblings

There is suffering we shut up for our hopes.

But we should not shut up to anything that is undoubtly unfair to everyone.

An applicant can't make future plans even after the application is submitted for processing, because nobody can be absolutely sure how many years that application will be in process.

The whole process and organisation is a big mess and it's like that for years.
