we all need to understand that decisions are not taken solely by all Provinces themselves but in accordance with CIC and I'd say that it's the CIC that decides on the number of nominations, total intake, EOI window etc.maged_mmh said:

that's not prudent, you invite "exactly" as many as you need, if some didn't go through, you complement the deficit later, your don't keep "reserve applicats" so to speak, and 3 months worth of EOIs are way too many reserve.
