You say that 2700 + 2700 = 5400 nominations for 2015/2016 combined. Yes this could be the case IF the nominations from 2015 were carried over to 2016. Out of the 2015 quota, only 870 odd nominations were issued. 2700 - 870 = 1830 nominations might have been carried over to this year. This could be the case because this number closely aligns with the number of applications received in Jan 2016 alone - which is 1800 applications.
Now, the real challenge is to issue nominations to all these people - There are hell a lot of them. Officers:Applicants ratio would be unbelievably crazy.
So, if they decide to exhaust the quota, they might have to issue 1830 + 2700 = 4530 nominations to EE stream applicants alone (includes Human Capital Priorities Stream and French Speaking Skilled Worker Stream). This is a monstrous task, IMO.
