Sadly, the complete frustration amongst all applicants is due to OINP not respecting the 90 Days timeframe for AOR's/NOM's
which was categorically mentioned in the application guide. Now, it's removed and the future applicants would face the uncertainty.

Questions:
Will OINP be in a position to issue the NOM's even til Nov/Dec. to all eligible applicants? IT is all upto OINP to expedite the processes.
Will they utilize the quota in full or allow it to lapse!!!.
Why many seniors write only 2700, I fail to understand.
We don't have any data on AOR's/NOM's of applicants outside this forum.

The reason for delay requires a more in-depth analysis - What is apparent superficially may not be the whole story. This entire ordeal might be because of IRCC and not OINP. Like I already mentioned elsewhere, I suspect that IRCC might have instructed OINP not to issue bulk nominations in order to maintain the low number of ITAs that are issued.
If OINP issues nominations, then IRCC would either have to increase the CRS to keep the number of ITAs low or keep the score as it is and issue more number of ITAs - They might not be willing to do either of them.
On the other hand, OINP might have decided to issue AORs to Dec/Jan/Feb applicants as their DDs are expiring and then issue nominations the applicants who are waiting in the queue. This is another possibility.
Either way, I'm getting a little more pessimistic day by day. This delay might even continue for the next couple of months (Jan applicants will receive AORs this month and Feb applicants in August). If this is the case, we might be in for a long, painful and agonizing wait.
Hopefully, we will all receive our nominations but the lack of even an approximate timeline and the silence from OINP is what hurts the most.

Now, about the nomination numbers; 2700 was the quota for 2015 (EE streams alone). We do not know the quota for 2016 as it is not explicitly mentioned anywhere, so let us assume OINP was allotted 2700 slots for 2016 as well.
Please note that the quota is for the number of nominations (not for the number of AORs or the number of applications received).
You say that 2700 + 2700 = 5400 nominations for 2015/2016 combined. Yes this could be the case IF the nominations from 2015 were carried over to 2016. Out of the 2015 quota, only 870 odd nominations were issued. 2700 - 870 = 1830 nominations might have been carried over to this year.
This could be the case because this number closely aligns with the number of applications received in Jan 2016 alone - which is 1800 applications.
Now, the real challenge is to issue nominations to all these people - There are hell a lot of them. Officers:Applicants ratio would be unbelievably crazy.
So, if they decide to exhaust the quota, they might have to issue 1830 + 2700 = 4530 nominations to EE stream applicants alone (includes Human Capital Priorities Stream and French Speaking Skilled Worker Stream). This is a monstrous task, IMO.
