How CIO operates and switches from PER to Charing CC or vice versa and similarly switching among various NOCs is still remains a Mystery.
As per Canada's Access To Information Act, they should publish this algorithim as well to remove this anxiety of applicants.But of course it will require that one of the Canadian National should sue them to get this details procedure published as per the Access to information Act.

It is very simple if they just give a simple NOC wise Serial# to each receipt application on the counter and it is linked with online database with a caution that It is not final count. I can't understand what hurdles they have with it.
OR Atleast add the Receipt Date of the Last application counted towards cap/completeness and update it on daily basis.

I think that it is not a big task. They have made it mandatory to write NOC outside of envelope and everyone is writing it. So, as soon as envelope is received then it will take around 30-seconds data entry job for a CIO officer to enter into an online entry system. And later on if that application is returned due to incompleteness, then other 30-seconds to minus one entry. I am not telling that they should enter all the details of that applicant. This information just for the right numbers to be available to the public to determine their chances. But of course they would like to see you impatiently waiting to enter into Canada with anxiety and in relentless manner. But of course we cannot do anything in this matter except to be patient and make speculations based on spreadsheet available by volunteers of the forum.

Exactly, it is simple as that. Perhaps , to have the patience is the prerequisite to enter canada and they make it sure that all the prospective candidates have gone through a training session. :D

Because i have heard several surveys that most of the Canadians love doing chit-chat in the offices while taking cup of coffees and tea!!!!
