Please confirm if my understanding is right. Also what are the chances to get a rejection after the PER and how long does it take CIC to confirm both either positive i.e MR request or send the rejection message.

What you have posted is the Positive Eligibility Review which is issued from CIO
The AOR is the Acknowledgement of Receipt which can be issued by CIO if 10 weeks have passed and they have not attended to your application or by the respective visa office upon receiving your file from CIO
