As long as you didn't get any request from cic, you don't need to submit RCMP . The best way to check if RCMP is required is by ordering gcms. Under criminality section, sub activity RCMP screening, there can be 2 outcomes : no reportable trace or finger prints required. You should get fingerprints done if you see fingerprints required.
if fingerprints were required, they would have most probably sent that before / along with MR .
Did you also get rprf ? If both rprf and Meds have come, you may not require RCMP .
However, police certificates from all countries that you ever lived in (excluding Canada) for more than 6 months are must. I hope you have already submitted them.

I heard CIC asks RCMP only few applicants that too if they found a match on full name of applicant to rule out no offences based on RCMP results. That's why no need to do RCMP upfront unless they ask us.
