I would say that your application was returned because it was incomplete. Wouldnt treat this as a rejection :) Submit the application once again after reviewing every form thoroughly. Refer the application guide - it has complete details about each point.

My card is already sent (according to cic call centre). But ecas has no update. According to the disclaimer of ecas, pr card status is available only if you . applied for a permanent resident card (replacement or renewal);

Requirement for CEC is 1 year work experience in Canada. This 1 year experience should be acquired within 3 years before applying for PR.

Couple of my friends (CEC applicants) had a tough time while landing. Never heard of any rejections. One friend had ~5000$ in his account. He landed with wife and one kid. He was able to convince the officer that he is employed in Canada and officer completed landing procedure for his family...
