There is a couple who share your friend's same situation and if memory serves me right, they had to wait until the lady delivered to do the medical exam again. I mean the difference is, if I understood properly, is that they already started their application before she was pregnant and then when her medicals expired; they had to wait until she delivered to redo them. In any case, I'm sure other members who are familiar with them would be more able to hook you up with them, and you can ask them your questions directly... I'm thinking of directly the question to Arezou because she handles the chart and very present and aware of different situations.
On a different note, I suggest that you'd actually contact the CIC office in Canada to ask them directly because contacting the Damascus office is more of long shot.

Well, from my own judgement and my interpretation of the definitions, applications by definition are received from the time they are complete i.e. incomplete ones get returned or treated differently. So you have to really make sure that they are informed about that special treatment of incomplete files. The way to do so is to call the CIC office, well try to anyways because they keep hanging up in your face after you choose all the right options saying that the queue is too long for them to take your call! Is your husband a PR or a citizen? if he is a PR, then you could use his client id number which is his PR card number, with his name, date birth and country of origin. I found this out by chance since I didn't have my file number either.
