Approved permanent residence applications (COPR and PRV)
Permanent residence applicants who are in possession of a confirmation of permanent residence (COPR) and permanent resident visa (PRV) and inform us, by submitting a web form to IRCC, that they are unable to travel within the validity of their documentation should be processed as follows:

  • Valid COPR and PRV: In an effort to reduce the number of cancelled COPRs and PRVs, a note should be placed in the file explaining that the applicant is unable to travel, and the file should be brought forward to the expiration date of the COPR and PRV. If the applicant informs IRCC that they can travel prior to the COPR and PRV expiration, they are encouraged to use their existing COPR and PRV to land.
  • Expired COPR and PRV: If the applicant informs IRCC via the web form that they were unable to travel after the expiration of their COPR and PRV, or if they were unable to travel prior to expiration, officers are to re-open the application, and it should be brought forward for review in 90 days.

Hi everyone, hoping to get some clarity through all the chaos. I am a citizen of Canada and my husband has a valid COPR. He purchased his ticket and was intending to land in Toronto on April 10. Since he is immediate family to a Canadian citizen would he be allowed entry even though he does not yet have PR status? Thankfully his COPR doesn’t expire until August 8th of this year so if he does not land now we still have some time. But since life altering plans have been made we are hopeful that he’ll be granted entry on April 10. Information regarding this would be truly helpful as I can’t seem to find a concrete answer anywhere. Thanks in advance.
I think you should be good. Close relatives of citizens are ok. You can call them up and confirm. Also check with the airlines.

But this is old one prior to Trdueau's statement for people who cannot travel due to their reasons.

But now things are opposite and Government isnt letting any one entern

These instructions stand obsolete now.

But they haven't tagged it as obsolete. What do you want them to do, write every day a new page saying everything is the same?

Yes, I do expect them to remove it and update with the most recent travel regulations to avoid people being caught out. It's ludicrous at this point they haven't confirmed how the travel sanctions effect PR applicants and COPR holders with the most recent information.

i think they are in process of figuring out themselves. They have not responded to any tweets on their twitter account about this topic. Also, the people who have contacted through call centre, have not received concrete answers. So lets wait and watch.

How many CoPR and PRVs are there anyways? It can't be such a huge population that they have to investigate it like a country.

I believe they shoudl allow entrance to CoPr people wh will have expiry date very soon.
In my situation my CoPr expires on 18th April.
If the ban stays for 2 months for example, then I will lose my CoPr....so technically its a mess right now... lack of exact information, lack of certitude, there are many people who quit their job, sold their good and they are now waiting to know their fate...
the worst thing after all, the webform says that we should wait 28 days for a response.

28 days means CoPr expirided.

in my opinion, they should let in the citizens, the PRs of course and the CoPr people with expiry date which is happening soon.
they increase screening methodes in teh airoports.
and everyone entring to canada should isolate himself for 2 weeks.

Ok i think based on some experiences, we have the definite answer which is not great news.

The below is from a person who landed today:

Hello everyone,
Just an update on our situation. We have landed and got the PR. Checked with the immigration officer about the travel ban and he said from Wednesday they will not allow anyone to except for PR and Canadian citizen and their immediate family member. He said that the airline will not let them board the plane in the first place. Good luck to all of you. We have a return flight on Thursday back to heathrow so keeping finger crossed. The acknowledgement for self isolation for 14 days on the screen is for only pr holder and Canadian citizen as they were in a separate queue. We were just given brochure like everyone else for covid-19 and had to acknowledge verbally that we have been recommended to stay in self-isolation for 14 days. So hopefully we should be able to come back to uk. I have two small kids so it would be really difficult if they didn’t allow us. Again I will keep you all posted. We tried to cancel our flight but AirCanada was not willing to give us a refund as we are travelling before the ban become effective hence we took the chance. I am pretty sure that IRCC would update their website soon and there are so many ppl across the globe affected by this uncertainty.


Below is someone else's experience with the airline:
I was to travel on the 19th morning to Canada for my first landing with CoPR. I have been told by the airline that i cannot travel due to the restrictions imposed. Hope this helps those who are confused about their situation.

Hi quick question - I read somewhere (I cant find it now) that foreign nationals (holding valid CoPRs) residing in USA can enter Canada, provided that they haven't been to another country in the past 14 days. Is this information correct?

i.e. We are Indian nationals and valid CoPR holders (valid till 25 April), who recently moved to the US for work (on March 14)......if let's say by 7th April ( /+14 days of residing in the US) we try to enter Canada for a soft landing, would this be permitted?

Any foreign nationals holding valid CoPRs in the US in the same situation?

Any response would be most appreciated.

Hey buddy I don't like the statement "with expiry date which is happening soon.", why discriminate within CoPR if those people that have waited for their entire one-year CoPR to expire then maybe they just don't want to go and are not serious.

what do you mean?
everyone has his own specific situation....some have a job to complete, some wanted to save more money, some had family situation and needed to stay more with their parents and so on ... you cant just say people waited till the expiry date which means they dont want to go ... thats not correct thing to say.
you need to the situation of the person before any judgement.
if they put an expiry date means people can travel till that date,
currently we dont know if the ban stays 1 or 2 or 5 months.

lets try to be more objective here & not make subjective calls !

I believe the CIC needs to think on how to manage this situation, as economically it is bad for both sides, we and them,
Not good for us if CoPr is expired....even if we should do the process again, there will be fees probably,
not good for them if they lose so many condidates with CoPr...and if they need to re assess all again there will be more money and work for them;

which means they have to be very smart on how to evaluate such situations and put a statement that people with specific circumnstances can land in canada but with additional screening and requirements.
probably having a doctor check before or being in mondatory isolation for 2 weeks after.

if they do not react the result will be:

at the end COVID19 will be controlled and we will have a vaccine.
hundred thousands lost CoPr. very frustrated condidates who planned and re planned to immigrate to Canada and saw their dream fading away...
