The news release wasn't contradictory. It specifically mentioned access for Citizens and PR card holders only.
Nothing about work/study permit holders who have already left and need to return to school/ work. If you have a COPR- that means you haven't been granted PR as yet, which means you CANNOT ENTER CANADA- neither by plane or land! I understand it is disappointing but just imagine boarding that plane, flying from home and being denied entry! Contingency plans can be made more easily from your home country in terms of alternate lodging (if you already gave up your apartment). I am in Canada working and have been receiving emails all days from the different stores/ restaurants that are closing until further notice. If you have a relative/ friend in Canada to stay with, why would you risk their health and safety by travelling then staying at their home? If you dont have anyone in Canada to stay with, why would you spend a minimum of CAD$75 per night for accommodations? Are hotels taking new bookings? How will you move around? Uber? Will Uber drivers be working? Ontario and Alberta are under lockdown! BC schools are closed until further notice.
I say, just be patient and work out alternate arrangements in your home country until further notice. If you think not having a job at home is bad, think about not having a job in a foreign country that has a higher exchange rate than yours!
