I am a Canadian citizen and my partner is an American citizen. We live in California. I would like to sponsor her for permanent residency via common law partner, planning on submitting the application in Feb 2020. We already purchased a house in Toronto that we could move into at that time. It seems that outland application approval times are slightly quicker than inland. Given that we want to move to Toronto sooner rather than later, if we submitted the application in California in Feb 2020 outland, THEN moved to Toronto, would our application remain outland or would it revert to inland. Are there any risks/complications going this route, rather than applying outland and waiting in the US for approval or moving to Toronto in Feb 2020 and applying inland. TIA, Adam
