She doesn't need a test but if she applied with her parents she is also stuck because of the test. She cannot become a Canadian citizen before her parent. Her parents need to finish everything ( tests and oath) then her file can move to complete.

The application form should be completed by the minor’s parent or guardian.

2. Application for Canadian Citizenship: Minors – Subsection 5(1)
This application under subsection 5(1) is intended for minors (under 18) who are permanent residents and:

• do not have a parent applying for citizenship at the same time as them, or
• do not already have a Canadian parent.

This application must be made by a person who has custody of the minor or who is empowered to act on their behalf by virtue of a court order or written agreement or by operation of law. The authorized person applying on behalf of the minor does not have to be a Canadian citizen.
Minors who do not have an authorized person to apply on their behalf can request a waiver of this requirement on the application form. If you request a waiver, we will ask for more information.

The child is a refugee. I am sure that most of us can't even imagine what she has gone through and the difficulties as a family they are facing (not to discount the challenges all of us are also facing in our own ways). I admire the determination and her focus on the goal.

Watching the video it is interesting to note that IRCC did not respond to the questions around backlog, communication or any plans for citizenship testing online or otherwise as asked by the reporter/news channel. Does anyone understand why there is this lack of communication? The only thing I can think of is that maybe they have nothing to communicate or they are afraid to communicate that they are understaffed currently and hence no significant progress is made.

In person? I am not sure all provinces in canada, but manitoba, sk and alberta are getting pretty strict on covid. Manitoba is on lockdown (i might be wrong)

I don't know your personal situation. Are you yourself awaiting a test, did you already have your citizenship? ... Do you have any relationship of interest with IRCC? ... I can't presume.

In any case, I would always be amazed by "immigrants" who attack people "who look like them".

In truth I do not like these categorizations, (which explains the use of the quotation marks '' ''), we are all, or will all soon (I hope!) Be Canadians, de jure ...

But the point is, I'm really stunned when I see a newcomer (there is some evidence to suggest that you are of Ukrainian descent? But I could be wrong) attacking with so much fierceness and vehemence and resentment and contempt the other newcomers.

reading your words makes me believe that the people in the video and you aren't talking about the same country. This is Canada a highly developed country and we are in 2020, Canada has the technology needed and the people needed to complete the job and implement a safe and secured online system for a 30 mins test. Maybe they are already working on it, why not communicate with the public? Yes, I truly believe in this country and I believe if people are willing to do it, they can do it nowadays nothing is impossible.
