Choosing Province & Education / Job Mis-match

I have been planning to clear my IELTS and ECA by Dec'16 so that I can apply for Express Entry in 2016 itself.
Still have 3 months and I think the goal is achievable. I have been stuck on some major problems here.

Firstly, I am confused about choosing the province of my choice. Frankly, I don't have anyone in Canada so I am open to all options.
I am also not sure how this choosing a province works and does it make any difference.

1. Will a choice of a province in my application affect my Visa application? If it will - how?
2. How am I suppose to make a wise decision on this. There are so many provinces - How to choose one and using which criteria?
3. Is it possible for an applicant to not choose any province? Will it be chosen based on visa possibility then?
I am only asking because lets say I choose Ontario and there are no more Visa required for Ontario. Will the CIC look for another province for visa possibility or not?
4. What happen if I choose a province and not choose a province in my application?

Secondly, bit off the above topic. I have done my B.Tech from PTU in Electronics & Communications in 2006 and working in computers industry since then 10+ years now.
Technically, we are being taught computers subject for couple of semester and had computers languages as our subject too..but then again the degree is given in Electronics & Communications.
Does it make any problem for me to justify my work exp?
