I think if you call or email DHL customer service that might guide to the right direction, they might have some partners in Kabul.

Second if you look in Sharinow there are many mail carriers services available

not 31 for everyone
we hav seen many 2012 cases got their visas in 14 to 19 months approximately
So inshallah more cases are gonna end soon
As they are making their system more computerized
so I hope the timeline ll decrease inshallah
