here is my timeline, today we got passport back with Visa.

Sponsored my Husband:

Application received at CPC-M-------- November 12th 2009
Processing started at CHC-Islb-------- December 17th 2009
Additional docs requested by CHC-Islb----- November 2010
Re medical done----------------------- December 5th 2010
Jan 2011 asked about current phase pf processing.
Reply: File in queue for review by decision making officer.
PPR request received--------------- February 17th 2011
Passport sent 22nd of February 2011
Passport received back with Visa stamped March 11 2011.
Allah ka shuker hia...

It said that:
This refers to your application for permanent residence in Canada. Your application for a permanent residence visa has been reviewed and it appears that you may not meet the requirements for immigration to Canada.

Based on the information in your application, it appears that your sponsor has not fulfilled the requirements put upon him by the section 130 of the immigration and refugee protection regulations,
