My sister is 19 years old and I want to sponsor her once I get my PR. I am living in Manitoba and I was wondering if there is anyway I can do this. My parents and grandparents are alive, however I am the only person with PR in Canada. I am single and don't have any children.

You can't sponsor her. Check the CIC website for details!
 
Perhaps there is a provincial nominee program for Manitoba?
 
Oh that's a pity. Is it b/c my parents and grandparents are alive? It's weird b/c the immigration lawyer I talked to said I could.

Yes there is already a program available to sponsor parents which takes precedent. So you wouldn't qualify to sponsor any "other" relative like a sister.
