Grad parents are not alive ...parents doesn't want to come ...at this point sister is highly interested for her kids ..is it ok to sponsor her

You have parents that you could sponsor, who take precedent over any other family. The fact they don't want to immigrate to Canada is irrelevant.

Only once parents are deceased, and you don't have any spouse/kids/family in Canada with you, could you then think of sponsoring your sister and her spouse/dependent children.

Here's the thing. I realize it would be nice to "pull in" your siblings once you are here, so that they too can share the good life you now have. And then they can "pull in" others and so on. But, sadly, that does not work.

The logic to sponsorship is as follows: Sponsorship "unites" family. People need Spouse to live happily, and have responsibility towards parents/grandparents. Thats the only class that can be normally sponsored. Rest of all relatives cannot normally be sponsored because you don't need your nephew to live happily and you don't have any responsibility towards your siblings - they are separate family.

Rest of relatives can be sponsored only if you don't have any one here with you, and they don't have any one there to take care of them. Example: Orphan brother and sister. Brother comes to Canada and is all alone here. Would like his only family member to come. Sister can be sponsored, if she is all alone outside of Canada.

You have your wife with you here. You are not alone. Your sister is married and has kids, living outside of Canada. She is not alone. Parents are alive. So, clearly, it is not necessary to "unite the family". So thats why you cannot sponsor your sister.
 
Question I have is this. Does living grandparents still supersede siblings even though the parents are no longer alive?
 
Yes, having grandparents alive means you cannot sponsor siblings. I can honestly think of only the Orphan siblings case where one sibling can sponsor another. Anybody else was able to sponsor their siblings in a different scenario? Just for theoretical discussion :)
