So my husband is registered to take the English test CELPIP for citizenship and he received an email from them today with the following:

"Paragon Testing Enterprises has been tracking the proposed changes to the Canadian citizenship requirements. If approved, this may lead to an increase in applications for Canadian citizenship, which will lead to increased demand for language testing. Paragon believes that the changes to Canadian citizenship requirements will come into place in early 2017.

In anticipation of the increased demand, Paragon is working on increasing test sittings across Canada for the CELPIP-General LS Test. The CELPIP-General LS Test is officially designated by Immigration, Refugees and Citizenship Canada (IRCC) as proof of listening and speaking proficiency for Canadian citizenship. To avoid potential long wait times, we encourage those planning on taking the CELPIP-General LS Test to register early.
"

So there seems to be a general opinion that early 2017 is when the new chages will apply :)
We can only hope, but the only time table that matters is the official one, and none has been said of the matter. We'll see how much of an obstructionist the undemocratic Senate would like to be. I just hope that it won't turn into a sh*tstorm debacle that the US Congress has been for the past several years. But then again, at least the US Upper House has some democratic legitimacy in comparison with the Canadian Senate.

I believe bill coming into effect early 2017 is almost impossible now. At the most it can be only passed but not effective.

I would be happy if it passes early 2017....its difficult to predict how things would go as the Bill progresses in the remaining steps

So are they going to announce revised new rules for Citizenship on Oct 18th or is this something we going to have to monitor later in Jan 2017.. ?

All im hearing is when these would apply.. what about the actual details of the new rules.. are those even finalized ?

This is a funny statement. Omidvar was could stand at any time and ask for moving the Bill to committee instead of sleeping for two + one weeks; she is the one who can push for the bill passage. She also says committee hearing!!! how long would that hearing take, how many settings, how many interviewers they should invite (presumably 2-3 at each setting)!!??!?

This article is full of crap... it suggested the reason for the reduced number of application was the fee, what a joke..
The only useful piece of information from this article is this
In 2015, a total of 130,000 citizenship applications were submitted to Immigration, Refugees and Citizenship Canada, compared to an average of 200,000 received in previous years.
So in 2015, even with many people rushing to submit application in the first 6 months to avoid the new law, the total number of application is still 35% less than previous years

It would be interesting to see the monthly breakdown of application submitted, which would give a better picture

The reality is, with the current state of economy and weakening Canadian $, not so many people are as certain about staying in Canada as before.

You are right, fee hike cannot be a factor for reduced applications.

I wonder how 3/5 rule would affect the numbers.

I would say kindly email your senator and express them your views on Bill C-6 and the hardship we have to face because of it. I emailed senator and their positive response next day. Kindly email them.

I cant understand what hardship you are facing due to delay in Bill C-6. 3 years or 4 years, how does it matter. you will definitely get your citizenship before the next Election. ;D :D
