Additionally, Bill C-6 is not a comprehensive revamping of the Citizenship Act but is a fairly small piece of legislation drafted to fix a few specific problems largely rooted in bad law adopted as part of the comprehensive revision of citizenship law by Bill C-24. A few provisions are amended. Some specifically problematic provisions are repealed or removed. That is all. No major changes.
That said, how long it will take to reach final vote and adoption is a guess, this year most likely, perhaps in June but that's a guess. And how long before the 3/5 rule comes into force is a total unknown. Maybe this year, maybe next year. Could be longer but if not this year then by next year seems quite likely. Any guess more specific than that is worth no more than a whisper swept away by the wind.
