Guys, i just emailed the famous Richard Kurland and he got back to me saying:

"NOBODY KNOWS"

I asked him about my application wont reach Sydney until June 20 and whether i will be still eligible to apply under the current law.

It is only the Liberals/NDP who are concerned .. they can't do anything .. I watched the meeting yesterday .. Why do you have any news related to rejection from Conservative Senate Members?

What did you email him exactly? (When it will come into force)
 
to me, it seems like the Minister can announce anytime that from " 2014-XX-XX", a citizenship applicant must physically present in Canada for 4 year out of a 6 year period.

there are only conservative, ndp and independent senators in the senate now :P
 
Maybe CIC will post a notice on next Monday on their website saying applications received on or after June 23 will be returned or processed according to new rules. They have a record of doing things overnight like this so people can't flood applications

Yes thats true actually it should be 201X-XX-XX :)

I talked to Chantel, another lawyer who had appeared on committee, and her answer is always " i dont know " when i ask when this new law will come into full force.

Guess we MUST wait until the bill receives royal assent.

The application fee was increased without approval of parliament so i really dont what sorda power does CIC has to implement all these changes. Can they come out tomorrow and say any applicant who apply b4 June 16 will be treated under the new law?

It is a very IMPORTANT date as its the date the bill C-24 passed the house of common.
 
I called the senate, and spoke to numerous assistants of the senators responsible for the bill, they said the senators are being pressured to pass it this week. They also mentioned it most certainly will pass but the coming into force will likely take longer.

It's almost as if multiple informed sources are saying that there's no way to know what is going to happen, and we can sit and wait without parsing pointless minutiae. Those who are eligible to apply can apply, and those who aren't eligible can wait until they are.

Then why CIC still keep application forms and instruction for citizenship application under current rules on their website until now. If they want to enforce new rules now this should have been updated or paused.

We already know that the provisions relating to the number of years required to apply for citizenship will go into effect on a date that will be decided by the Government AT A LATER TIME. Your e-mail from Mr. Kurland does not say "nobody knows". He is simply stating that there are other steps (Royal Assent, etc.) before a bill (meaning a bill in general) becomes law.

No Body knows doesnt mean it will come into force directly .. it just means "no body knows" because they didnt specify that in the Bill Clearly. And this can't be compared to Raising fees scenario .. this will be announced ahead of time for sure.

Based on all Previous Citizenship Acts it took at least 6 months to come into force
