The news about the new regulations you have mentioned were released 2 days ago as per the CIC website, relax; they don't apply to us!
And here's what the website hosting our forum (canadavisa.com) says about it:
"Certain sponsored spouses will now be required to live in a ‘legitimate relationship' with their sponsor for two years after receiving Permanent Residency. If this is not adhered to, Permanent Residency status may be revoked. These measures apply to all applications received on or after October 25th, 2012.
The regulations apply to couples who have been in a relationship for two years or less and who share no children with their sponsor at the time they submit their application. Once Permanent Residency is received in Canada, the couple must continue their relationship for at least another two years."
So, this is what I understand:
1- It doesn't affect us because our sponsorship applications were made prior to Oct 25th, 2012
2- It applies to couples who have been married for 2 years or less at the time of application and who have no children.
3- PR is not delayed 2 years, you become a PR when you land, but your PR gets cancelled if your relationship is not real.
4- To ensure your relationship is real, you have to cohabit with your wife/husband for 2 years
5- The sponsored spouse can't sponsor another spouse for 5 years from the time she/he obtained PR
6- These regulations have nothing to do with PR or SIN cards.
