This means that you get ARC after you PR application is "approved". But that approval is not put into effect and you do not get a visa until ARC is done and approved itself.

Just for curiosity:

What kind of document you were issued when you left Canada?

1. Departure Order (form number IMM 5238)

2. Exclusion Order (form number IMM 1214B)

3. Deportation Order (form number IMM 5238B)

and when the ARC is almost a sure thing, asking for the ARC is a strong sign that PPR is very close by...

In my case, the VO requested few weeks ago the ARC + fee and I sent it already, now I am waiting for it. If my ARC get approved, the VO will request my passport next.
 
It is not for me. I do not need the ARC. It is for a very close friend.
She was never aware that she was deported from Canada until after about 10 years after she left Canada not knowing that there was a departure order that became deportation! She was a failed refugee claimant from 1995 or so!

She went thorough the whole FSW application process since 2010 (like me) and now she has just submitted her ARC letter and fee about 2 weeks ago. I keep telling her that getting the ARC request means that the PR application is OKed pending just the ARC and that she should get the PPR anytime now. She wont buy it -;)

What was your case and why you needed the ARC?

That's strange. In my case they requested for Passport not ARC so far. I was also on same situation.

Hi aroundwrd99.

When I left Canada in 2011, I got a "departure order became a deportation order" because I did not leave Canada within 30 days of the day the departure order was issued. Basically my refugee was rejected (including H&C, Federal Court Appeal and Praa). So this is why the Visa office requested the ARC form.

If you left Canada under Departure Order (form number IMM 5238), you don't require an ARC.
Otherwise, if CBSA gave you a Departure order become a deportation order, you will require an ARC.

no my case was same - Departure order become a deportation order.

When a person enter as a minor of a parent who makes a refugee claim for the whole family and adult is deemed inadmissible.

If you were a minor when you or your family made a Refugee claim you do not need an authorization to return to Canada, NOR need to apologize or any kind of explanation.

Did you applied on spouse case? and when you applied?

I applied under Family class (Spousal Sponsorship).

CIC received my application for PR on March 2013.

But I heard CIC in delhi. They don;t process case without Passport. I applied in june. last month I submitted my passport.

My letter says - Departure order become deportation.

I don;t understand whats going on
