What is maximum time to receive portal one after BIL?

they have it until 5 months after AOR before you can actually file a complaint or get an MP to step in with any real effect

Can they take action without giving me opportunity to explain?

i've seen anecdotes going either way... the bottom line is that it wouldn't speed things up anyways. you might want to look into it as the 5 month mark (CEC/FSW) or 6 month mark (PNP) comes up after AOR. in that case you might have grounds for MP intervention or judicial review and getting the GCMS notes for yourself would give you clarity on what to do

I called IRCC to make sure they received the document, because it was sent by the third party and there is no way to know if and when it was submitted or not.

After the initial ADR in September I followed all the steps to get the document and called them yesterday to ask if it was received or not.

Today I called ircc and they told me my pvo is now Vancouver. Anyone has idea how is this office in terms of processing
