Yes, it seems normal. I got test invitation first, and then received request for fingerprints.
I neither got Fingerprints or background verification completed. Test is completed though.
Everything (except Citizenship Ceremony) was updated as "Completed" on Nov 1st...still waiting for my oath invitation...anyone else in the same boat?...when can I expect to receive the invite?.
Test marked completed today, exactly one month after test taken. Vancouver office.
