I haven't produced employer reference letter as my employer denied, however I had again requested as my application got rejected. My supervisor provided the letter then I had submitted.

Now CIC reopened my case and I had received medical for my wife. However I am back to India,

I had sent email to CIC that i returned from Canada from 21 June 2013. Please advise how to proceed further.. Thanks

Never heard of a case where cic reopened the file after rejection. Good for you.

Hi amarendrap,
Good, that your application is reopened. I am in the same position. Didn't you provide any cover letters explaining why the employer didn't provide the letter?

Keep sending emails and follow ups after 6-7 emails they have replied.
 
I just received AOR in the first week of October 2013. I didn't submit the reference letter because my employer refused. And now I tried again after receiving AOR, they refused again stating that I am in India, not in Canada. I have the refusal email from my employer. But I don't know what to do next.
So I am trying to figure how good the chance will be without the reference letter. I have submitted all the supporting documents and more.

Second that. The only thing that's worth a try is submitting as many supporting documents as possible. Records of Employment, job offer, pay stubs etc.
I can't guarantee that it's going to work, but this essentially provides all the information mentioned in the reference letter.

Below are the documents that I submitted and all the letters are in company's letter head.

*) Submitted the CEC application without Employer reference letter
*) Employer refused to provide
*) Applicant submitted with supporting documents such as,
1) Letter submitted while applying for initial WP or extension containing roles & responsibilities
2) Letter submitted while applying for initial WP or extension containing Salary details
3) Pay slips containing the pay and hours worked
4) T4 & NOA
5) WP copies

I don't understand how my location is a reason for not giving the letter.

In his case, it doesn't seem like CIC made a mistake. He couldn't provide a reference letter because his employer denied. He submitted it after the decision was made and they re-opened his file it sounds like from what i read in his post.
 
I have received medicals for my wife. Still waiting for mine :(
