Yes, delay due to paying RPRF separately is the only reason making sense to me. Because you and I have the same timelines, with just 1 day here and there.It can be because you paid RPRF separately.. I had paid it upfront.. also background check has been in progress for many days for me too..
On the eligibility.. mine was also showing as not started when I checked yesterday.. however it was updated as completed today.. so i guess it is being done in the background and only once its done they mark as completed and you wont be seeing the in progress comment against the eligibility.. I guess paying the RPRF upfront helped but we cant say that for certain.. your eligibility should be updated soon too
Paying RPRF separately does add additional time to your application's processing. Your application isn't delayed tbh. You are comparing AOR day/similar as a cohort and assuming IRCC does FIFO processing - that's not how IRCC works. Also, you two can have separate VOs, separate officers, and different application complexity levels - all of which can cause very different processing times.I almost have the same timeline. Additionally, I paid my RPRF on 27th May when they requested for it. However, acc to tracker, my eligibility has not even started yet and background check is in progress since many days now.

I know of a FSW Outland applicant with exactly the same AOR as you who was apparently also skipped. The most recent BIL/MIL issued to FSW applicants by IRCC is 15th May so i wonder what happened with skipping several applicants with 13th April AOR. May I ask what is the expiry date mentioned on your COPR?
AOR date isn't how a cohort is created within IRCC, they likely use a month as a cohort.
